Buying Real Estate in Japan as a Foreigner: What to Know

Japan is one of the more open property markets in the world. Overseas buyers can generally purchase homes and land without being a citizen or resident, but the process is different from the U.S. Here are the essentials.

Who can buy

There is generally no citizenship or residency requirement to own property in Japan. Some areas near sensitive facilities are subject to monitoring, and rules can change, so confirm the current position for your target location.

The buying process

  1. Set a budget and area. Consider price, commute, climate, hazard maps and future resale.
  2. Work with a licensed local broker. Communication in English is essential.
  3. View and make an offer. Offers are usually a written purchase application.
  4. Due diligence. Review the registry, zoning, boundaries and building condition. Buildings built before 1981 were designed to older earthquake standards.
  5. Contract and explanation of important matters. This is delivered in Japanese, so arrange translation.
  6. Closing and registration. Funds are transferred and ownership is registered, often through a judicial scrivener.

Costs and taxes

Expect brokerage fees, registration costs, acquisition tax and annual fixed asset tax. Rules and rates depend on the property and can change.

Financing and money transfers

Mortgages for non-residents are limited, so many overseas buyers pay in cash. International transfers can trigger reporting requirements.

Cheap houses (akiya)

Vacant rural houses can be very inexpensive, but renovation, access and local support matter more than the price. Inspect carefully.
